The phrase comes from John Locke's work, Second Treatise on Government. The signer of the Declaration of Independence, Henry "Light Horse" Lee believed that work was foundational to the Declaration, particularly the sentiment articulated by Locke, "And where the body of the people, or any single man, is deprived of their right, or is under the exercise of a power without right, and have no appeal on earth, then they have a liberty to appeal to heaven, whenever they judge the cause of sufficient moment." A simple pine tree stood for strength, resilience, and growth rooted in something higher.
